The Long Now of Infrastructure
Bridges, cables and pipes outlive the governments that commission them. What happens when a society stops building for the century after next?
The viaduct was designed by people who assumed they would never see it fail. That assumption is written into every dimension of it — the depth of the footings, the generosity of the tolerances, the way the parapets were detailed so that water would run off rather than sit. It was not built to a budget so much as to a horizon. Someone, a very long time ago, decided that this crossing would still matter in a hundred and fifty years, and priced the decision accordingly.
That habit of mind has become unusual. Across most of the industrialised world, the great period of civic construction ended within living memory, and what replaced it was maintenance — deferred, re-deferred, and eventually reclassified as someone else's problem. The result is an inheritance we use daily and rarely think about: a stock of bridges, tunnels, reservoirs and cables built by a generation with a longer imagination than our own.
Building past the end of a career
Engineers describe the problem in terms of mismatch. A political term runs four or five years. A corporate strategy horizon runs three. A structural design life runs a hundred and twenty. Nothing in the decision-making apparatus is calibrated to the thing being decided, and so the timescale that gets served is the shortest one in the room.
You cannot value a bridge with a discount rate. Everything past year forty rounds to zero, and year forty is when the bridge starts earning its keep.
There are counter-examples, and they are instructive. Water utilities, which cannot walk away from their assets, tend to keep hundred-year asset registers as a matter of course. So do railway operators in places where the alignment itself — the cuttings, the embankments, the land — is understood as the real asset and the trains as a temporary fitting on top of it. In both cases the institution outlives the individuals, and the accounting follows.
The maintenance century
The argument now being made — quietly, in technical papers and select committee evidence rather than on conference stages — is that the coming decades will be defined less by what gets built than by what gets kept. Renovation is unglamorous. It produces no ribbon-cutting and very few photographs. It is also, on almost every measure that matters, the cheaper and lower-carbon option.
- Structures designed before the 1970s were routinely over-specified, which means many have decades of unused capacity if properly assessed.
- The embodied carbon in an existing structure is already spent; replacing it starts that cost again from zero.
- Assessment is now precise enough that condition can be measured rather than assumed — which changes what can be justified.
None of this is an argument against building. It is an argument about what building is for. The engineers making it are not romantics about concrete; several of them spend their working lives arguing for using less of it. What unites them is a conviction that the unit of design is not the project but the century, and that we have spent forty years pretending otherwise.
The viaduct is still there. It will be there when the debate has moved on, and when the people currently having it are no longer having anything at all. That, its designers would have said, was rather the point.
