When we began planning this issue, the working title was "Change" — which is, on reflection, no title at all. What sharpened it was a remark made by a construction director in an early interview: that the biggest shift of his working life had happened over fifteen years and had never once been described as a shift by anyone inside it.
That became the thread. Every feature here concerns a transformation that arrived without a launch, a manifesto or a moment. The architect on page 44 has spent thirty years declining commissions. The city on page 78 rebuilt its street network one resurfacing at a time. None of them set out to be exemplary, and all of them are.
It is an unfashionable argument in a period that rewards announcement. We think it is the more accurate one.
