The cost of generating a unit of clean electricity has fallen further and faster than almost anyone forecast, and the achievement is real. It is also, increasingly, beside the point. The constraint has moved, and it has moved to a part of the system that produces no photographs, attracts no venture funding and is regulated in a manner designed to prevent exactly the kind of rapid change now required of it.

Transmission is the bottleneck. Not because the engineering is hard — it is well understood and more than a century old — but because building a line across a landscape involves consent, land, planning and time, and every one of those is measured in years rather than quarters.

The queue

The most quoted figure in the industry is the connection queue: the volume of generation capacity with planning permission, financing and equipment, waiting for a grid connection. In several markets the queue now exceeds the total installed capacity of the system it is waiting to join. These are not speculative projects. They are built or buildable, and they are waiting on a transformer, a substation upgrade, or an assessment.

We are not short of wind farms. We are short of the ability to connect the wind farms we have already built.

Storage changes the shape of the problem

Storage is often described as the solution to intermittency, which is true but incomplete. Its more important effect is on transmission: a battery sited correctly can defer a line upgrade by absorbing the peaks that made the upgrade necessary. This makes storage, in economic terms, a substitute for steel and consent — the two things in shortest supply.

  1. Site storage against network constraints, not against generation. The value is in the wire it avoids.
  2. Treat the connection queue as a scheduling problem, not a fairness problem — first-come ordering guarantees the wrong projects go first.
  3. Fund the assessment capacity. The regulator's headcount is, unromantically, a rate limiter on the entire transition.

None of this is a technology story, which is why it is under-reported. It is a story about permitting, procurement and the number of qualified engineers available to review an application. The transition will be decided by these things, and it is being decided by them now.
